Four arrested from Maharashtra, Odisha and Bihar; probe uncovers alleged plot to build IEDs, recruit online and target key installations The Special Cell of Delhi Police on Saturday arrested four alleged radicalised youths from Maharashtra, Odisha and Bihar in connection with a suspected terror conspiracy involving plans to carry out attacks at multiple high-profile locations across India. According to police officials, the accused were allegedly involved in planning to manufacture improvised explosive devices (IEDs), carry out online recruitment and identify major targets, including the Ram Mandir, Parliament House and military bases. During the operation, police also recovered material used for making IEDs from one of the accused. The investigation further revealed that two members of the module were actively working on assembling a remote-controlled IED by sourcing components locally. Police said that one of the accused had visited the Red Fort in December 2025 and later uploaded an edited image on social media depicting a black flag at the monument. Another accused allegedly conducted reconnaissance of sensitive locations in the national capital, including the India Gate, as part of preparations. The four arrested individuals have been identified as Mosaib Ahmed alias Sonu alias Kalam from Thane, Mohammad Hammad from Mumbai, Sheikh Imran from Bhubaneswar and Mohammad Sohail from Katihar. All accused admins of encrypted social media groups Police said that all of them were operating through closed and encrypted social media groups, where discussions related to extremist ideologies, recruitment strategies and operational planning were taking place. Officials added that one of the accused had appealed to followers to collect weapons and explosives, while also sharing his bank account details and QR codes to raise funds. Another accused allegedly assured group members of providing weapons and physical training, and also spoke about organising training sessions in Odisha. Investigators further stated that Sheikh Imran began consuming certain religious content in 2024, following which he gradually became radicalised. He is also accused of conducting reconnaissance activities at key public locations. Mosaib Ahmed, who has previously worked as a welder, auto mechanic and electrician, allegedly modified the circuit of a remote-controlled toy car with the help of Mohammad Hammad to assist in assembling an IED. Mohammad Sohail, police said, created multiple social media accounts to allegedly instigate and influence youth. In March 2026, he is said to have urged followers to collect weapons and explosives and sought financial contributions for the same. According to the police, the accused were influenced by extremist ideologies and narratives such as “Ghazwa-e-Hind” and related concepts, and were allegedly preparing to act in furtherance of these beliefs.
