On this occasion, he also unveiled the official logo of the CM Helpline system. Members of the Council of Ministers and senior administrative officials were present at the event. Chief Minister Shri Sai stated that the state government is firmly resolved to ensure that every citizen’s grievance is heard, a time-bound solution is guaranteed, and the administration becomes more accountable. He noted that the grievances, suggestions, and public feedback received from across the state during the ‘Good Governance Festival’ (Sushasan Tihar) highlighted the need for an effective, robust, and permanent public outreach mechanism. The CM Helpline system has been developed with this vision in mind. The Chief Minister said that residents of the state will now be able to register grievances, offer suggestions, and share feedback regarding government schemes and services by calling the toll-free number 1076. This system will not only reinforce good governance, transparency, and accountability but also strengthen the bond of trust between the public and the administration. Chief Minister Shri Sai mentioned that, keeping the needs of the digital age in mind, the helpline has also been integrated with the WhatsApp platform, enabling citizens to easily convey their concerns to the government via mobile phones. He remarked that this system holds special significance due to its extensive scope; it involves approximately 8,000 officials from 42 state government departments and includes a mechanism for resolving grievances across 1,195 categories within a stipulated timeframe. He explained that every grievance would be assigned a unique ID, allowing the applicant to track the status of their application online. If a complainant is dissatisfied with the resolution provided, the complaint will automatically be forwarded to higher authorities for re-examination and investigation. This will eliminate the possibility of superficial grievance redressal and ensure accountability. The Chief Minister stated that the CM Helpline system will operate round-the-clock, seven days a week. Staff have been deployed in three shifts to manage its operations. Secretary-level officials will monitor the system regularly via a dashboard, while the Chief Minister’s Secretariat will also maintain continuous oversight. Chief Minister Shri Sai remarked that the CM Helpline is not merely a medium for grievance redressal but also an effective platform to empower public participation. Citizens of the state will be able to share suggestions regarding the state’s development through this platform, thereby aiding in policy formulation and the effective implementation of schemes. He added that, embracing Prime Minister Shri Narendra Modi’s mantra of “Nagarik Devo Bhava” (Citizens are akin to God), the state government is continuously strengthening digital governance. The CM Helpline will enhance communication between the administration and the public and play a pivotal role in the speedy resolution of issues. During the event, Shri Rahul Bhagat—Secretary to the Chief Minister and Secretary of the Good Governance and Convergence Department—gave a detailed presentation on the functioning, objectives, and features of the CM Helpline system. Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, other cabinet members, Chief Secretary Shri Vikas Sheel, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Secretary to the Chief Minister Shri P. Dayanand, Special Secretary to the Chief Minister Shri Rajat Bansal, and other senior officials were present on the occasion.
