Administrative Reforms and Digital Push Make Chhattisgarh a Model of Governance

Responding to the no-confidence motion moved by the opposition in the Chhattisgarh Assembly, Chief Minister Shri Vishnu Deo Sai said the proposal was not against the government, but against the trust and mandate of the state’s 3 crore people. 

He said that in the 2023 Assembly elections, Lok Sabha elections, and urban body polls, the people reaffirmed their faith in development, good governance, and the guarantees of Prime Minister Shri Narendra Modi.
In the last two and a half years, the state government has delivered on most of its promises and on ‘Modi ki Guarantee’on the ground. The government’s achievements are proof of its work ethic and public trust.

Welfare of Every Section is Top Priority
The CM said the government has prioritized farmers, women, the poor, youth, tribals, and every section of society. 

– Paddy procurement at ₹3,100 per quintal

– Payment of 2 years’ pending bonus to farmers 

– Maahtari Vandan Yojana: Over ₹18,800 crore in honorarium to nearly 70 lakh women 

– Effective implementation of PM Awas Yojana for poor families 

Women Empowerment Gets New Direction
Along with Maahtari Vandan Yojana, over 10.4 lakh women have been made _‘Lakhpati Didis’_. 
To strengthen women’s property rights, 50% concession in registration fee and 1% concession in stamp duty has been given. Self-help groups have been provided fresh employment opportunities. _“The blessings of women are the government’s biggest strength,”_ the CM said.

Farmers’ Prosperity and Irrigation Expansion
Key decisions include record paddy procurement, _Krishak Unnati Yojana_, agriculture loans at 0% interest, crop diversification, adequate fertilizer supply, and expansion of irrigation capacity. 
Record administrative approvals have been given for water resources projects, leading to a significant increase in irrigation potential.

Historic Decisions for Tribal Development
The government increased remuneration for tendu leaf collectors, restarted the _Charanpaduka Yojana_, and took relief measures for forest rights holders. 
Under _Dharti Aaba Janjatiya Gram Utkarsh Abhiyan_ and _PM Janman Yojana_, thousands of tribal villages and PVTG families are being provided roads, electricity, drinking water, housing, and health facilities. 
Other initiatives include expansion of the Tribal Youth Hostel in Delhi, hosting _Khelo India Tribal Games_, a Tribal Museum, and the _Shaheed Veer Narayan Singh Memorial_.

Law and Order, and Naxal Eradication
The state has achieved historic success in strengthening law and order and eliminating Naxalism. Under PM Modi’s leadership and Union Home Minister Amit Shah’s guidance, a new environment of peace has been created through security, development, and public trust. 
A Police Commissionerate system has been implemented in Raipur, and new Cyber Police Stations are being set up to curb cyber crime.

Investment, Industry and Jobs
The new industrial policy has strengthened the investment climate. Investment proposals worth over ₹8.23 lakh crore have been received through national and international investor summits, set to create lakhs of jobs. 
The state is progressing rapidly in textiles, semiconductors, AI, AI-SEZ, data center parks, and electronics manufacturing.

Energy Sector Reforms
Focus has been laid on generation, transmission, distribution, and renewable energy. 

– Over 76,000 homes covered under _PM Surya Ghar Muft Bijli Yojana_ 

– Relief to 12+ lakh consumers under _CM Bijli Bill Samadhan Yojana_ 

– Large-scale energization of farmers’ irrigation pumps 

– Chhattisgarh ranks No.1 in the country in Plant Load Factor 

Work is underway on new thermal, pump storage, and solar power projects.

Transparent Use of Mineral Resources
Record mineral revenue has been achieved. Khanij Online 2.0 and DMF Portal 2.0_ have been launched. Over 82,000 development works have been completed. 
Auction of mineral blocks, development of strategic minerals like lithium, and a new sand policy have ensured transparency. Strict action against illegal mining and large-scale plantation drives are also underway.

Digital Infrastructure, Health and Education
829 mobile towers installed in remote areas 

Thousands of gram panchayats being connected with high-speed internet under BharatNet Phase-3.0

Teacher-less schools issue resolved through rationalization 

Most families covered under Ayushman Bharat for health security

Administrative Reforms and E-Governance
Through Seva Setu, 528 services of 36 departments are now online. E-District, Auto Mutation, Model Smart Registry Offices, and CM Helpline 1076 ensure time-bound and transparent delivery. 
435 administrative reforms have been implemented to make Chhattisgarh a model of good governance.

Environment and Cultural Heritage
Over 7 crore saplings planted under ‘Ek Ped Maa Ke Naam’. 
Thousands of devotees have visited Ayodhya under Shri Ramlala Darshan Yojana, giving new recognition to the state’s cultural and spiritual heritage.

Concluding his address, CM Shri Vishnu Deo Sai expressed confidence that people’s unwavering trust is with the government, and the administration will continue working with full commitment to realize the vision of a Viksit Chhattisgarh.
