Timely, sensitive, and effective resolution of common citizens’ problems is the first criterion of good governance. Launched with this objective, CM Helpline 1076 has, in a short time, emerged as an important medium of trust for the people of the state. People no longer need to repeatedly visit government offices to resolve problems related to ration, pension, electricity, housing, drinking water, and other civic services. Citizens are registering their complaints on 1076 from the comfort of their homes, and their resolution is being regularly monitored.
Chief Minister Shri Sai stated this today during a high-level review of the functioning of CM Helpline 1076, which operates in the CBD Building in Nava Raipur.

Describing the initial results of the helpline as encouraging, Chief Minister Shri Sai said that the resolution of such a large number of complaints is the result of the collective efforts of officers and employees. Good progress has also been made on the instructions given in the previous review. Continuously improving this system should ensure that the resolution of complaints is not limited to statistics, but rather that citizens receive real relief and are satisfied with the solution.

The Chief Minister said that quality complaint resolution is of paramount importance. Before closing a complaint, it should be ensured that the citizen’s problem has actually been resolved. Feedback from citizens should be the basis for the system’s true success.

Even a small problem can become a big problem for the common citizen: Chief Minister

Chief Minister Shri Sai told the officials that while a matter may seem trivial to the government and administration, the same problem is crucial for the concerned citizen. Delays in even small matters like ration card corrections, pension payments, electricity supply, drinking water, housing installments, or revenue-related work can cause long-term distress to a family.

He said that the objective of the CM Helpline is to ensure that citizens’ voices reach the government directly, and that the concerned departments take their problems seriously and resolve them within the stipulated timeframe. The Chief Minister said that during his meetings with people in various areas of the state, he is receiving positive feedback on the CM Helpline. Many citizens report that their long-pending problems have been resolved after complaining on 1076.

The Chief Minister said that the CM Helpline is not only a system for registering complaints, but also a medium to ensure accountability of the government and improve citizen services.

Officers who do good work should be praised, and accountability should be ensured for negligence.

Chief Minister Shri Sai said that a large number of officers and employees in the government and administration are working with complete dedication and hard work. Due to their efforts, schemes are reaching the ground and people’s problems are being resolved. Such officers and employees should be encouraged.

He said that in some cases, negligence or a lack of seriousness toward citizens’ problems affects the image of the entire administration. Therefore, every officer and employee must understand that solving public problems is the government’s top priority. Those who do good work should be encouraged, and accountability should be ensured in the event of unnecessary delays or negligence in resolving complaints.

Complaint data should become the basis for improving civil services.

During the review, Chief Minister Shri Sai took information about the status of receiving calls on the helpline, registration of complaints, their resolution at various levels, arrangement for taking feedback from the complainants and analysis of complaints department wise.

He instructed officials not to view complaints received on the helpline solely as individual cases. Regularly analyze complaint data to identify which department, scheme, service, or sector receives recurring complaints. If a large number of complaints of the same nature are received, identify the root cause and make necessary improvements to the system.

The Chief Minister said that in this way the CM Helpline will not only solve the personal problems of the citizens but will also work as an important feedback system for improving the policies and services of the government.

1076 facility reaches citizens of remote areas including Bastar

Chief Minister Shri Sai specifically inquired about the nature of complaints received from the districts of Bastar division and the status of their resolution. He said that the CM Helpline could be particularly useful for citizens of remote and forested areas of the state, as it eliminates the need for them to visit district or capital-level offices with their problems.

He directed officials to ensure that information about the CM Helpline 1076 reaches every village and every person. Wide publicity should be provided through various means, including wall paintings, in gram panchayats, fair price shops, and common service centers. Citizens should also be informed at the local level about how they can register their complaints on the helpline.

The system will be strengthened by removing technical and procedural deficiencies.

The Chief Minister said that the CM Helpline is still in its infancy. Therefore, learning from initial experiences, technical and procedural shortcomings should be continuously addressed. The entire process, from call response, complaint registration, sending the complaint to the concerned department, resolving it within the stipulated timeframe, and receiving feedback from the complainant, should be simplified and effective.

He said that helplines should provide a seamless experience for citizens, from filing a complaint to resolving it. The purpose of technology is not to complicate processes, but to bring governance closer to citizens.
