The Delhi High Court on Friday dismissed a petition filed by AISA president Neha Bora, who was detained during a protest against the Special Intensive Revision (SIR) of electoral rolls in Delhi. Bora had challenged a notice issued by an Executive Magistrate directing her to furnish a personal bond of ₹10,000 to maintain peace. Bora will now have to furnish the peace bond. However, the court directed the magistrate to provide her with all documents related to the case. The court had reserved its verdict on 22 October. Neha Bora was detained on 16 October Bora was detained on 16 October while marching from Mandi House towards Connaught Place. The march was linked to the Cockroach Janata Party’s (CJP) ‘Lehra Do Tiranga’ event. She was released the following day. On 18 October, she received a notice from the Special Executive Magistrate. The notice directed her to furnish a personal bond of ₹10,000 and maintain peace. It referred to repeated protests around Jantar Mantar, which has been removed from the list of designated protest sites. The notice alleged that Bora had instigated people to proceed towards Connaught Place despite prohibitory orders being in force. Neha’s lawyer’s arguments: 5 key points Centre says rules were violated 12 times Additional Solicitor General Chetan Sharma, appearing for the Central government and Delhi Police, argued that Bora had repeatedly violated the rules. According to a LiveLaw report, he claimed there had been 12 violations. Sharma said the Special Executive Magistrate had considered the available material twice. The notice was issued only after verifying information received from the investigating officer. The court also heard arguments over the demand for a change of government. Bora’s lawyer said that calling for a change of government was not wrong in a democracy. The Centre opposed this argument. The ASG said governments change through votes, not through “disruptive elements” gathering in the national capital.
