Mr Rakesh Aggarwal IPS of 1994 Batch Himachal Pradesh Cadre has Appointed Director General of National Investigation Agency (NIA) The Appointments Committee of the Cabinet has cleared a series of senior-level appointments, extensions and repatriations across security, space, railways, census administration and urban development. The decisions include key leadership changes in central armed police forces. Indian Police Service: Ministry of Home Affairs Rakesh Aggarwal, IPS (HP:1994), currently Special Director General, NIA, has been appointed Director General, National Investigation Agency. He will serve in level-16 of the Pay Matrix from the date of assuming charge until 31 August 2028, his superannuation date, or until further orders. Indian Administrative Service: Department of Space Anupam Anand, IAS (GJ:2000), has been appointed Joint Secretary, IN-SPACe, Ahmedabad, under the Department of Space. The appointment is for a tenure of five years from the date of assumption of charge, or until further orders, vice Lochan Sehra, IAS (GJ:2002). Judicial Administrative Service: Ministry of Home Affairs The central deputation tenure of Bishnu Charan Mallick, JAS (RJ:2007), Director of Census Operations and Director of Citizen Registration, Rajasthan, has been extended by three months beyond 31 December 2025. The post will continue to remain upgraded to Joint Secretary level during this extension. Indian Police Service: Ministry of Home Affairs (CAPFs) Praveen Kumar, IPS (WB:1993), presently Director General, ITBP, has been appointed Director General, Border Security Force, in level-16 till 30 September 2030 or superannuation. Shatrujeet Singh Kapoor has been appointed Director General, ITBP, in level-17 till 31 October 2026, vice Praveen Kumar. Indian Railway Traffic Service: Ministry of Railways Aneesh Hegde, IRTS (2014), has been appointed Officer on Special Duty to the Minister of State for Jal Shakti and Railways in the Ministry of Railways. He will serve at Deputy Secretary level for four years, or on co-terminus basis with the Minister, whichever is earlier. Indian Revenue Service: Ministry of Housing and Urban Affairs Bhawna Gulati, IRS (IT:2011), Chief Accounts Officer, Delhi Development Authority, has been prematurely repatriated to her parent cadre, Department of Revenue. The repatriation carries an extended cooling-off condition, making her eligible for fresh central deputation only after 7 December 2030.
