The Appointments Committee of the Cabinet (ACC) has approved a major secretary-level bureaucratic reshuffle with 7 key appointments across ministries.

Key Appointments Approved:

1. Shri Katikithala Srinivas, IAS (GJ:89), Secretary, Ministry of Housing and Urban Affairs appointed as Secretary, Ministry of Development of North Eastern Region (DoNER).
2. Shri Vineet Joshi, IAS (MN:92), Secretary, Department of Higher Education, Ministry of Education appointed as Secretary, Ministry of Panchayati Raj vice Shri Vivek Bhardwaj, IAS (WB:90) upon his superannuation on 31.07.2026.
3. Shri Naresh Pal Gangwar, IAS (RJ:94), Secretary, Department of Animal Husbandry & Dairying appointed as Secretary, Department of Higher Education, Ministry of Education vice Shri Vineet Joshi.
4. Shri Piyush Goyal, IAS (NL:94), Secretary, Ministry of Mines appointed as Secretary General, National Human Rights Commission (NHRC) in the rank and pay of Secretary to the Government of India.
5. Shri T. K. Anil Kumar, IAS (KN:96), Additional Secretary, Department of Rural Development appointed as Secretary, Department of School Education & Literacy, Ministry of Education.
6. Shri Sushil Kumar Lohani, IAS (OR:95), Additional Secretary, Ministry of Panchayati Raj appointed as Officer on Special Duty, Department of Animal Husbandry & Dairying in the rank and pay of Secretary. He will take over as Secretary, Department of Animal Husbandry & Dairying vice Shri Naresh Pal Gangwar.
7. Ms. Archana Varma, IAS (AM:96), Mission Director, National Water Mission appointed as Mission Director, National Water Mission Ministry of Jal Shakti in the rank and pay of Secretary to the Government of India by temporarily upgrading the post.

Continuing the major bureaucratic reshuffle, the Appointments Committee of the Cabinet (ACC) has approved more secretary-level appointments and in-situ upgradations. The decisions are part of the ACC order dated 23.07.2026 issued by DoPT.

New Secretary-Level Appointments:

Shri Keshav Chandra, IAS (AGMUT:96) appointed as Secretary, Ministry of Mines vice Shri Piyush Goyal upon his appointment as Secretary General, NHRC.

Ms. D. Thara, IAS (GJ:96), Additional Secretary, MoHUA appointed as Secretary, Department of Capital Development, Ministry of Housing & Urban Affairs by operating a vacant Secretary level post.

Shri B. Rajender, IAS (BH:96) appointed as Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA) in the rank and pay of Secretary vice Shri Sriram Taranikanti, IAS (TR:92) upon his superannuation on 31.07.2026.

Shri Chandra Bhushan Kumar, IAS (AGMUT:95) appointed as Secretary, Ministry of Labour & Employment vice Ms. Vandana Gurnani, IAS (KN:91) upon her superannuation on 31.07.2026.

Shri Satendra Singh, IAS (JH:95), Additional Secretary, Cabinet Secretariat appointed as Secretary, Department of Urban Development, Ministry of Housing & Urban Affairs.

Shri Suchindra Misra, IDAS:92, Special Secretary, Department of Commerce appointed as Secretary, National Commission for Minorities, Ministry of Minority Affairs in the rank and pay of Secretary.

In-Situ Upgradations To Secretary Rank Approved:
The ACC has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary:
