“Not even a leaf moves in the CM Secretariat without ACS Neeraj Mandloi, who is counted among the Chief Minister’s 9 ‘Ratnas’. After him, Dr. Sudam Khade, Dr. Ileyya Raja T, Kaushlendra Vikram Singh and Chandrashekhar Walimbe are working as Secretaries. There is also a large number of officers posted as Additional Secretaries.”

The responsibility of the Secretariat of Madhya Pradesh Chief Minister Dr. Mohan Yadav is in the hands of 10 IAS officers.

Apart from this, officers serving as OSDs — including bankers, private individuals, tehsildars, aviation and other State Administrative Service officers — are also fulfilling responsibilities in running the government. Yet, somewhere or the other, a shortfall is still being felt.

However, during the tenure of the Shivraj government, such a large number of officers were never deployed together. Earlier, 4-4 Secretaries used to work, with the Principal Secretary overseeing the work. Now, from ACS to junior-level officers, everyone has been given command.

Among CM’s 9 ‘Ratnas’, ACS Neeraj Mandloi
Nothing moves in the CM Secretariat without ACS Neeraj Mandloi, who is counted among the Chief Minister’s 9 ‘Ratnas’.

After him, IAS Dr. Sudam Khade, IAS Dr. Ileyya Raja T, IAS Kaushlendra Vikram Singh and IAS Chandrashekhar Walimbe are discharging duties as Secretaries.

IAS Chandramouli Shukla, IAS Arun Parmar, Kumar IAS Purushottam and IAS Arvind Dubey are posted as Additional Secretaries.

Apart from this, IAS Sudhir Kochar is Deputy Secretary, IAS Sandeep Kerketa is OSD, while Aditya Kumar Sharma is Deputy Secretary from SAS, Sandeep Akhona, Shailesh Shrivastava, Ashutosh Goswami have been given different responsibilities.

Ashish Khare and Kaviraj Mehra are looking after CM Residence. Retired IAS Gopal Dutt is OSD in CM Residence and Ashish Gupta is also in charge. Ashish Gupta is In-charge Officer of CM Residence.

Yogendra Singh Maurya is OSD and Lokesh Chauhan is handling Social Media responsibilities.

A 69-year-old retired IAS Ajatshatru Shrivastava, is also a OSD and looks after political and MLA-related matters.

Lakshman Singh Markam, who came from Aviation Service, is Additional Secretary and has been given the responsibility of formulating strategies on Tribal Welfare, Industrial Development and specific subjects.

Retired IPS Rajesh Kumar Hingankar has been given charge of Home, Jail, Sports and Youth Welfare. He has also been given the work of apprising the Chief Minister about pending matters in other departments.

In the capacity of Additional Secretary, Manish Pandey has been given charge of Ekal Lok Aayog.

The Chief Minister also has charge of nearly a dozen departments. These include Forest, GAD, Home, Jail Department, Animal Husbandry Department, Industrial Policy and Investment Promotion, Public Relations, Narmada Valley, Aviation, Mineral Resources, Public Service Management, and NRI Affairs, etc.

Whereas in the CM Secretariat, the officers have charge of these departments. Among them, ACS Neeraj Mandloi has Industrial Policy and Investment. Dr. Sudam Khade has Animal Husbandry. Dr. Ileyya Raja T has State Tourism Board. Kaushlendra Vikram Singh has Urban and Rural Development. Apart from this, Aparna Srivastava, MP EVM, and Sudhir Kochar have been given charge of Energy and Environment.
