In a strategic move to leverage the vast experience of former bureaucrats, the Union government is considering appointing retired Indian Administrative Service (IAS) officers as Inquiry Officers in departmental proceedings against serving IAS officers.

The initiative, spearheaded by the Department of Personnel and Training (DoPT), aims to enhance the efficiency and effectiveness of disciplinary processes within the civil services.

These panels will consist of seasoned ex-bureaucrats tasked with leading inquiries into allegations against serving officers — a role that involves scrutinizing charges, evaluating evidence, and considering the defence put forth by the accused.

The Inquiry Officers are expected to conduct proceedings in strict accordance with the established disciplinary framework. Their findings will be compiled into an inquiry report, which will then be submitted to the competent authority for a final decision on disciplinary action.

This process ensures that the integrity of the inquiry is maintained while allowing serving officers to focus on their current administrative duties without being burdened with additional inquiry responsibilities.
