4 dead after CISF jawan opens fire on colleagues:Firing erupted in JK’s Kathua after serious arguments; accused arrested by police

A jawan from the Central Industrial Security Force (CISF) opened fire on his colleagues at a camp in Basohli, Kathua, Jammu and Kashmir, killing four CISF personnel, including an Assistant Commandant. The four personnel who died have been identified as 1. Assistant Commandant- Ankit Kumar Pandey 2. Constable- Rafiq Ahmed 3. Constable- Sandeep Kumar 4. Sub-Inspector- Lakshman Singh The personnel were deployed to guard the Sewa-III Power Project in Maska village, Basohli, near the Himachal Pradesh border. An argument broke out between two personnel over an issue, following which one of them opened indiscriminate fire. Kathua Police have arrested the accused jawan. Senior CISF officers have also reached the spot. Firing incidents linked to arguments and disputes among personnel have been reported from time to time across various security forces. Accused had an AK-47 rifle and 150 rounds of ammunition According to sources, the accused, Head Constable Awadhesh Kumar Singh, entered the office premises and opened indiscriminate fire with his service AK-47 rifle. He was carrying 150 rounds of ammunition. Project where the personnel were deployed was shut for 12 years The Sewa-III project is a 9-MW run-of-the-river power project built on the Ravi River in Maska village, Basohli tehsil, near the Himachal Pradesh border. It was started in 1993 and commissioned on June 25, 2002. The project was shut after its 300-metre-long water conductor/channel and inspection road were washed away in the 2013 floods. It has remained completely closed since then. Heavy rains in August 2024/2025 caused further damage, and design flaws were also reported. The channel had been built very close to the Ravi River. IIT Roorkee was tasked with preparing a Detailed Project Report (DPR) and submitted it in 2022, estimating the cost at ₹66.43 crore. In March 2023, the JKSPDC board deferred a decision on the project. The government now plans to revive it under the PPP model. ​
