Trump Waives Sanctions on Russian Oil & Gas; Major Relief for India

In a significant relief for India and China, US President Donald Trump has waived sanctions, restrictions and duties under the Sanctioning Russia and Iran Act, citing the national interest of the United States.

The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 had empowered President Trump to impose sweeping sanctions on Russia and levy steep tariffs of up to 100% on major buyers of Russian oil and gas, including India and China.

The waiver was announced by President Trump just days before several provisions of the Act were scheduled to come into effect. The Bill was signed into law by him in mid-September.

“I am hereby waiving the application of such sanctions, restrictions, and duties provided for in the Graham Act,” Trump stated in an executive order issued on Friday evening.

For India, the decision carries major economic and strategic significance. Russia remains the single largest supplier of crude oil to India. A waiver on tariffs of up to 100% means India can continue to import large volumes of Russian crude from Moscow without facing economic repercussions.

Had the 100% tariffs been imposed by the Trump administration, Indian exporters would have been severely impacted, given that the US is India’s largest trading partner. Moreover, any sanctions would have rendered Russian crude economically unviable, potentially leading to a supply crunch at a time when tensions in the Middle East continue to pose risks to energy security.

This development is being viewed as a pragmatic move that safeguards India’s energy interests while balancing US strategic priorities.
