HISTORIC FIRST: 10 Women Officers Promoted to IAS in One Go in MP

Delhi DPC Clears 13 Officers for IAS, 10 Women Officers Script History

In a landmark moment for gender representation in bureaucracy, Madhya Pradesh is set to see 10 women officers promoted to the Indian Administrative Service (IAS) together for the first time.

The crucial Departmental Promotion Committee (DPC) meeting for induction of State Administrative Service (SAS) officers into IAS was held on Monday in Delhi at the Union Ministry of Personnel, Public Grievances and Pensions.

The state government was represented by Chief Secretary Ashok Barnwal and Principal Secretary, General Administration Department (Personnel), L. Selvendran.

The committee considered officers of 2007 and 2008 batches against 13 vacant posts for promotion. According to top administrative sources, consensus was reached on 13 names – 9 from the 2007 batch and 4 from the 2008 batch.

In what is being seen as a Navratri gift to women power, 10 out of the 13 officers selected are women. This is the first time in the history of MP’s SAS-to-IAS DPC that such a large number of women officers have been selected together.

The 13 Officers Selected:

2007 Batch (9 Officers):

  1. Minisha Pandey – Additional Collector, Shahdol
  2. Ila Tiwari – CEO, Zila Panchayat, Bhopal
  3. Sapna M. Lovanshi – Deputy Commissioner, Indore Division
  4. Neeta Rathore – Additional Collector, Khargone
  5. Shailendra Singh Solanki – CEO, Zila Panchayat, Shajapur
  6. Rani Pasi – Deputy Secretary, Lokayukta Office
  7. Renjana Devda – Deputy Secretary, AYUSH Department
  8. Madhavi Nagendra – Deputy Secretary, Women and Child Development
  9. Varsha Solanki – Deputy Secretary, Environment Department

2008 Batch (4 Officers):

  1. Priyanka Goyal – Additional Secretary, Mantralaya
  2. Abhishek Dubey – CEO, Zila Panchayat, Guna
  3. Narottam Bhargav – CEO, Zila Panchayat, Harda
  4. Nidhi Singh Rajput – Additional Controller of Examinations, MP-ESB

All 13 officers will be allotted the IAS batch of 2025. The officers were awaiting this DPC for a long time.

Sources said officers from the Non-State Civil Service (Non-SCS) quota had also been lobbying hard for the last two months to be included, but failed to find a place in the fit list prepared by the state government.

Meanwhile, Kamal Nagar, Deputy Secretary, Transport Department (2002 batch), could not be considered in the DPC this time as well. Meena Masram of the 2008 batch could not make it to the fit list due to being under EB proceedings.

With this, 13 more SAS officers of the 2008 batch are now in line for IAS induction and will be considered in the next DPC for the 2026 batch.
