SC Puts Brakes on Reinstatement of IAS Rinku Dugga in Thyagaraj Stadium Dog-Walk Case Stadium-for-Dog-Walk Case: Supreme Court Stays Delhi HC Order Reinstating IAS Officer Setback for IAS Officer Rinku Dugga: Supreme Court Stays Her Reinstatement After Compulsory Retirement In a setback to IAS officer Rinku Dugga, the Supreme Court has stayed her reinstatement after she was compulsorily retired by the Centre over the Thyagaraj Stadium controversy. Dugga, a 1994-batch IAS officer, and her husband Sanjeev Khirwar, also an IAS officer, had faced allegations of emptying Delhi’s Thyagaraj Stadium of athletes and coaches to walk their dog. The government had compulsorily retired her in public interest under FR 56(j) and Rule 48 of CCS (Pension) Rules, 1972. She had challenged it before the Central Administrative Tribunal, which ordered her reinstatement. The order was upheld by the Delhi High Court on April 15. Challenging the High Court order, the Union Government moved the Supreme Court. A bench comprising *Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V.
