The Election Commission (EC) has decided to give voters who were missed during the SIR process another opportunity to get their names added to the electoral rolls. This opportunity will be available to voters classified as Absent, Shifted, Dead and Duplicate (ASDD). Enumeration forms had been issued to these voters, but they were not returned. As a result, their names could not be included in the draft electoral rolls during the Special Intensive Revision (SIR). The Commission’s instructions will apply to Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland. Instructions have also been issued to prevent duplicate enrolments during this process. People who have never been on the electoral rolls will not benefit from this. It is only for those who were already on the rolls but whose names were removed during the SIR. During the Special Intensive Revision in 2025-26, more than 13 crore names were removed from the draft rolls in 30 states, including Bihar and Delhi. The names are now being added again through the new decisions. What does this mean, and why is it necessary If your name is not on the draft list and you have been marked ASDD, do not panic. The BLO will visit your home again, or you can fill out a form during the claims and objections period to have your name added. You will need to keep your Aadhaar, voter ID and proof of address ready. The Opposition had created an uproar in Bihar after lakhs of names were deleted during the SIR. Similar complaints had since emerged in seven states: living people were declared dead, while those who had gone away were marked absent. The Commission’s decision came after these complaints. Election Commission’s second major decision in three days Earlier, on 3 November, the Commission had taken another decision, stating that if a voter’s name is not on the SIR draft electoral roll, they can apply to have it added again by filling out Form 6. The Election Commission said that even those who have been voters for 10 years would still have to fill out Form 6. This would not be considered a false affidavit, nor would any case be filed. Commission has already removed the 2003 question from Form 6 The Election Commission has made a major change to Form-6 even for states where the SIR process has been completed. Following this change in October, people whose names were deleted during the SIR process will no longer have to provide details from the 2003 electoral roll to have their names added again. Applicants will not need to state whether their own name or the names of their parents or grandparents were on that roll. The additional declaration related to this has been removed from Form-6.
