Cartoons are not just a medium of humor and entertainment, but a powerful mirror of democracy and society. They are an effective creative medium that easily conveys serious issues, social situations, and discrepancies to the public through humor and satire. Sometimes, what would be difficult to express in thousands of words, a powerful cartoon expresses with great simplicity and depth. Cartoons not only make people laugh but also inspire them to think, understand, and introspect. Chief Minister Shri Vishnudev Sai stated this while addressing the Cartoon Festival-2026 organized by Cartoon Watch magazine in the capital, Raipur.
Chief Minister Shri Vishnudev Sai said that art and literature are carriers of any society’s consciousness. Cartoons are a unique art form, showcasing a wonderful combination of images, ideas, humor, and satire. With their keen observation and creative vision, a cartoonist gives social events a form that remains in people’s memory for a long time. In a democratic system, cartoons are also a powerful medium for expressing public sentiments, public expectations, and social concerns.

Referring to the rich tradition of Indian cartoon art, the Chief Minister recalled the contributions of the legendary cartoonist R.K. Laxman. He said that R.K. Laxman’s famous “Common Man” became not just a cartoon character, but also a symbol of the hopes, aspirations, curiosities, and concerns of the common citizen of the country. The powerful way in which he expressed the changing social conditions of India after independence is an invaluable legacy of Indian journalism and cartoon art.

Chief Minister Shri Sai, while appealing to young cartoonists, said that the new generation has immense potential in terms of talent, imagination, and technology. The expansion of digital media has provided new platforms for creative expression. The state government is committed to preserving and promoting these traditions and encouraging artists and creators. Events like the Cartoon Festival strengthen the creative dialogue between art and society by bringing together the experience of established artists and the energy of young talent.

During the event, a cartoon coffee table book based on the personality, leadership, and service journey of Prime Minister Shri Narendra Modi was also released under the Seva Sankalp Abhiyan.
