Following consecutive election losses in Madhya Pradesh, the Congress party has ramped up its voter list management strategy. The party is now deploying Booth Level Agents (BLAs) at every polling booth to rival the BJP’s booth-level network. The initiative, titled the Special Intensive Revision Campaign 2025 (SIR), aims to ensure that every voter’s details are accurate well before the 2028 assembly elections. Congress plans to visit households of high-numbered voters and reach out to every newly added or removed name from the electoral rolls. The focus is not limited to election campaigning but extends to meticulous monitoring of every page and name in the voter list. Training for adding and removing names All BLAs will receive training on the Election Commission procedures, including: This training ensures that Congress representatives can effectively guide voters in updating their records accurately. Direct coordination with BLOs Congress BLAs will maintain direct contact with Booth Level Officers (BLOs). Following Election Commission guidelines, BLOs will visit households to fill Annexure-C forms, which certify voter eligibility. Congress BLAs are tasked with assisting in this survey and ensuring accurate registration for each voter. Congress control rooms across the state The state Congress committee will set up ‘Voter List Control Rooms’ in every district and assembly constituency. These control rooms will collect data from both online and offline voter lists, identify missing names, and ensure timely resolution of complaints at the local level, with BLAs providing continuous feedback. Ensuring supporter voter names are preserved Party leaders noted that in previous elections, many Congress supporters were found removed from the electoral rolls. The party is determined not to repeat this error and is taking proactive steps to safeguard its voter base.
