Decisions of the Council of Ministers

In the Cabinet meeting held today at Mahanadi Bhawan under the chairmanship of Chief Minister Vishnu Deo Sai, several important decisions were taken:

  1. The Council of Ministers decided to procure pulses and oilseed crops during the Kharif and Rabi marketing seasons under the “Pradhan Mantri Annadata Aay Sanrakshan Abhiyan” (Price Support Scheme – PSS), similar to the previous year.

It is noteworthy that under this scheme, procurement of crops such as tur (arhar), moong, urad, groundnut and soybean during the Kharif season, and crops like gram, mustard, and lentil during the Rabi season is done at the Minimum Support Price (MSP). Procurement of pulses and oilseeds at MSP in the state’s mandis helps maintain competition in the market, which increases the likelihood of farmers receiving better prices for their produce.

  1. The Cabinet approved amendments to the Chhattisgarh Government Business (Allocation) Rules, deciding to merge the Public Enterprises Department with the Department of Commerce and Industries, and to merge the Twenty-Point Programme Implementation Department with the Department of Planning, Economics, and Statistics.

This decision is an important step toward promoting good governance and aims to ensure the implementation of “Minimum Government, Maximum Governance.”

  1. To ensure smooth procurement of paddy at MSP in the state, the Cabinet decided to renew the government guarantee of ₹15,000 crore that had been approved for banks and financial institutions for the Kharif marketing year 2024–25, extending it for the Kharif marketing year 2025–26. Additionally, the Cabinet approved an extra government guarantee of ₹11,200 crore for the Marketing Federation.
  2. For the state-sponsored residential schemes—Deendayal Awas Yojana, Atal Awas Yojana, Atal Vihar Yojana, and Nava Raipur Chief Minister Housing Scheme—the Cabinet approved amendments to previously issued rules and conditions, adding the following provisions related to eligibility for sale: a) If EWS (Economically Weaker Section) and LIG (Low Income Group) houses or flats remain unsold even after three rounds of advertisement, they may be sold to beneficiaries from any income category, but such buyers will not be eligible for government-approved subsidies. Subsidy eligibility will remain only for beneficiaries within the prescribed income category. b) If EWS and LIG houses or flats remain unsold even after three advertisements, and an individual or any government/semi-government or private institution proposes to buy more than one property (Bulk Purchase), then multiple houses may be sold to such buyers as per demand. However, they will not be eligible for government subsidies. Wide publicity of this decision will be ensured so that more beneficiaries can take advantage of it.
  3. The Cabinet took an important decision to lease the Shaheed Veer Narayan Singh International Cricket Stadium in Nava Raipur Atal Nagar to the Chhattisgarh State Cricket Association for long-term, full-scale operation and development as per the agreement. This decision will provide advanced training and technical facilities to emerging cricket players in the state and ensure the hosting of more national and international cricket matches in Chhattisgarh.
