Centre Issues New Work Guidelines for IAS, IPS & IFS Officers

The Central Government has issued new guidelines for IAS, IPS and IFS officers to cut unnecessary meetings, speed up file movement and improve decision-making for faster, citizen-centric governance.

In a major administrative reform, Cabinet Secretary Dr T.V. Somanathan has asked all states and UTs to sensitise officers on practical work practices. The advisory says small changes in daily procedures can reduce stress and improve governance quality.

The Centre highlighted that long, unstructured meetings are a key reason for delays in implementing government schemes. The new rules mandate:

– Clear purpose: No meeting without a defined objective

– Advance agenda: Circulate agenda beforehand, invite only essential officers

– Short & structured: Start on time, avoid long debates

– Strong follow-up: Record decisions, assign responsibility, set deadlines in Minutes of Meeting

Officers are also urged to reflect: “Am I gaining 30 years of experience, or repeating 1 year 30 times?”

The Cabinet Secretariat, with NCGG, will now issue periodic “Governance Guides”. The first guide focuses on conducting effective meetings. Separate rules have also been issued for video conferences.

States have been asked to circulate the guide and include these reforms in training for state civil services. The goal: faster implementation of schemes in roads, water, health, education and welfare.
