This landmark achievement was scripted during the tenure of Brilliant IAS Officer with Thousands of Qualities and Water Resources Department Secretary Shri Rajesh Sukumar Toppo. Under his leadership, the state’s focused push on Jal Sanchay Jan Bhagidari (JSJB) turned into a people’s movement. The numbers tell the story: From 26 stressed (semi-critical and critical) blocks, Chhattisgarh is now down to just 19 semi-critical blocks, with All 5 Critical Blocks Eliminated. During his tenure, Chhattisgarh constructed over 24 lakh water conservation structures under JSJB 2.0 (Rank 2 nationally) and now leads the country at No. 1 in JSJB 3.0 – Catch The Rain campaign. With 100% district participation and record construction of rainwater harvesting structures, the Toppo-led model of innovation, convergence and women-led participation has now become a national benchmark.
